Professor of Political Science at Pompeu Fabra University (UPF), where he has been director of the Political Theory Research Group, the Political Science Research Group, the Master's Degree in Political Philosophy and the Master's Degree in Various Democracies. He was also responsible for the PhD Programme in Political Science for several editions. He has also been a member of the Spanish Electoral Board and a member of the Advisory Council for the National Transition.

His main fields of research are theories of democracy, federalism, multinational democracies, political theory and political liberalism after World War II. He has been awarded the Rudolf Wildenmann Research Prize (ECPR), the Ramón Trías Fargas Prize and the Spanish Political Science Association Prize for the best book: Multinational Federalism and Value Pluralism (Routledge).

He has also been director of the Institute of Studies on Self-Government, member of the Spanish Central Electoral Board, of the executive committee of the European Consortium for Political Research and of the Research Committee on Comparative Federalism (International Political Science Association). He has been a regular contributor to the newspapers La Vanguardia and Ara and other Catalan, Spanish and international media.

His most recent book is Defensive Federalism. Protecting Territorial Minorities from the Tyranny of the Majority (Routledge, 2022), with Marc Sanjaume. His other books include: Politics of Religion and Nationalism.
